The solid metal handlebars are colder because metal is a better conductor of heat/cold than rubber. Its like putting your hand in a 400 degree oven. your hand can stand the air because it is a poor conductor of heat. but you are burned if you touch the metal.
Because the steel will assume the same temperature as the outside air and if the ambient air temperature is cooler than 98.6 (your body temperature) the handles will feel cooler. The steel surface more readily transmits heat and cold than the plastic or rubber grips will giving the impression of being cooler.
