Pass seeds are extremely rare and haven't been in stock for a long time, you will just have to buy them off of someone. Keep in mind that you have to buy 5, and you must have a large fertile meadow, which is hard to get.
On Howrse how do you get a pass on your equestrian center?
The only way to directly get a pass from your EC is to grow Pass Seeds, which are available only rarely and then can only only be grown in autumn on a 15 acre, 100% fertile meadow with manure fertilizer.
