No. There is a lot of research happening into the use of stem cells as a potential treatment to enable regrowth but at the moment, once a nerve has been severed it cannot repair itself or be repaired.

No, and I've never heard of a spinal cord being cut apart, just pinched which causes permanent paralysis. The paralysis depends on the spot where the cord was pinched.
