When the AED says this, it is then you responsibility to make sure no one is touching the victim. An easy way to do this it to put your hand up in a stop or stand back signal and say "Stand clear. I'm clear, you're clear, we're all clear." The AED will then proceed in analyzing the heart rhythm.
