The senate has a bureaucracy all its own, and senators can delay legislation from even being discussed by using a variety of procedures to keep it from being put on the agenda; or senators can prevent a vote by using a procedure called a "filibuster." The Senate and House of Representatives, collectively known as Congress, are the legislative branch of the three branches of government (the other two are the Executive and the Judicial). Each branch plays its role in our system of checks and balances, theoretically making sure that no one branch becomes too powerful.
