Currently the United Nations lists 192 member states. One of these is the United States. The United Nations uses the word state to mean independent nation, and this is the original meaning of the word. Before the Constitution, some of the original (US) states were taking steps to operate as completely independent states, concluding treaties and doing other things that they can no longer do.
