Child support accrues from the moment the support order is issued, not from the birth of the child.
Neither ... the " father " has to pay owed child support only when there is an existing case open and ordered to pay said support by a family court judge ... And subsequently has not met all payments if any at all ...

He has to prove paternity in court to get his parental rights. He can then petition for custody, visitation and pay child support and also petition to sign the birth certificate. He could have done this 6 years ago when the child was born. The mother cannot deny him his parental rights. Now he will have to pay child support and he can even owe for 6 years back.

Here in the Philippines, a mother can not just name any person as the father of her child in the Birth Certificate. They will look for a marriage contract as their reference when you named your child under his/her father's surname. Or if not married, they let the father fill up the Affidavit of Acknowledgement/Admission of Paternity at the back of the Birth Certificate.
Every state has a statute of limitations as far as determining paternity and the length of time for obligation to pay retroactive child support varies from state to state as well. You would need to provide your state of residence and your child's current age for an accurate answer.

If you know you are the Father of the child (depending on the state you live in) it doesn't matter if your name in the Birth Certificate or not you are still responsible for providing for your child. If you do not have a Court Pay Order than I would suggest keeping copies of all Checks or Money Orders you pay your support with so that the Mother can not say you never paid. If you are not sure if you are the Father then contact your local Child Support Agency and request a Paternity test. I would still keep all documents of what you paid and what it was for in-case it turns out the child is not yours then you can get the Mother to pay you back, if you so wish. I would contact your local Child Support Office and ask them as they will know the rules for your state.
