you go to lavender town and go into the radio station. there is a man facing the wall. he gives you the expn card. then talk to the director in that same room and he will give you the improvement on your music card

∙ 13y agoTo get the EXPN card, you have to talk to a team rocket guy. He is in cerulean gym. After you talk to him, go to the golden bridge in cerulean city and the team rocket guy will be there. Talk to him again. Go back to the gym and search in those withe n' red tubes in the gym. After, go to the poweplant and give someone the machine part. he will give you a Tm. Go to the kanto radio tower and talk to a guy near a desk. he will give you an expn card and your pokedex ill be upgraded i think. I really hope this helped.

The Pokeflute is on the PokeGear Radio with the EXPN Card. Just move the tuner circle to the top of the bigger circle and the song will play.
