they can do, because i had a fake Pokemon emerald, i tried to play it and it had problems so i returned it to the seller i got it from. after that i tried to play on my fire red and my ds can never read it. my firer red is real aswell. that's just my personal experience.
Unfortunately, no. The Japanese games would have to be manually programmed to support English, and very very few are. The Pokemon games, for example, do not have English translations in them.
You can get a diploma from game freak to do this go to celadon mansion in celadon city then go upstairs until you reach a room where a guy is standing in the middle of nowhere he will give you the diploma it will read congratulations for filling the national dex and its signed by game freak after that the game is over but you can still play it.

In Pokemon Emerald you can give one of your Pokemon a master ball and clone it. To clone, read this website : http://www.wikihow.com/Clone-Pokemon-in-Emerald You can clone up to 5 Pokemon. Note that this method of cloning is not 100% safe and your game may get corrupted.
