Since Cyndaquil is a starter Pokemon, you will not be able to find it in the wilderness, nor will you be given it by any NPC. The only way you would be able to get a Cyndaquil would be to trade with someone else.

∙ 10y agoIn order to obtain Cyndaquil in Pokémon FireRedor LeafGreen, trading is required. To unlock trading with any of the games below, you must first retrieve and hand over the Sapphire and Ruby stones to Celio, who is in One Island.
You can either trade it from Pokémon Emerald(Johto starter rewarded after completing Hoenn's Pokédex), Pokémon Colosseum (after purifying Quilava and then you must breed it), Pokémon XD: Gale of Darkness (after beating Mt. Battle in a row in Story Mode, without switching Pokémon) or with someone that has one (from all the games above and also Pokémon Rubyand Sapphire).
