Check the air circulation selector (recirculate the inside or bring fresh air in). I have the same issue. If u keep the button for recirculating pressed (light on) it does not make the noise.

I have a 1997 Pontiac Transport Montana. I have found that there are two fuse boxes in the van. One, on the inside passenger/driver compartment is located "on the outerside of the passenger side of the dashboard. It will be labeled "fuse". The second fuse section, is located in the engine compartment. The location is the front-er-most passenger side of the compartment. There is a black box with a black hand screw on the top of it. Should be located above the battery. That box holds the various fuse's and amp boxes for the cooling fans and other items like that. Hope that works out!
I'm no mechanic but I believe that there are two one inside the passenger compartment, by the right front door next to the globe compartment and the other is in the engine compartment by the side of the passenger.
