Although he was the handpicked successor to President Theodore Roosevelt in 1908, Taft soon angered many progressives in the Republican party with his conservative policies. This included Roosevelt, who formed his own Progressive party (aka Bull Moose Party) to run against Taft in 1912. With half of the Republicans voting for Taft and half for Roosevelt, Democratic candidate Woodrow Wilson won 40 states.

President William Howard Taft did not support tariff reform to the extent that many progressives desired, as he signed the Payne-Aldrich Tariff, which raised certain tariffs rather than lowering them. He also lacked strong support for labor rights and progressive social reforms, often siding with conservative Republicans. Additionally, Taft was not in favor of aggressive antitrust actions, which disappointed many reformers who expected a more vigorous approach similar to that of his predecessor, Theodore Roosevelt.

The Republican Party were initially attracted to Roosevelt's charismatic energy and appealing attitude. Roosevelt was passionate about many progressive issues, such as conservation and social justice, however, and became so progressive to the point that he began to displease the more conservative, GOP members. In addition, Taft was the incumbent president and party leader, giving him leverage over Roosevelt, and ultimately earning him the Republican nomination. As a result of this rejection, Roosevelt formed his own political party - the Progressive (Bull-Moose) party.
