You should obtain a HAYNES auto manual on this ($20.00) at NAPA stores. This is too involved to discuss here. DO NOT go "a little tight" or "a little loose" because it may lead to excess noise (loose) or low compression (tight). The best deal is to get it as close to correct as possible.
This is a "warm adjust" type engine. So while at opperating temp with engine off, remove valve cover, and the lash is as follows... Intake 0.20mm (0.008in) Exhaust 0.30mm (0.012in)
Now there is a TDC, order of adjustment procedure that I am leaving out, but it basically common sense. Just adjust the valves when the lobe on the cam is pointing away from the rocker arm that your adjusting, so you will have to turn the engine over with a 19mm socket on the crank shaft. I wouldn't recommend turning it over by the cam:)

Toyota Camry does not have adjustable valves. If valve clearance is not proper you need to replace the valve shims with appropriate sizes (usually different for each valve).
you can adjust it via the idle control valve.

I think the only way to can adjust valves on Toyota engines is to replace them.
Toyota uses shims to adjust valves. Basically you have to remove the valve, take out the shim measure compare with what it's supposed to be. If it's too short replace with the right height. One shim costs about $8-10 at Toyota dealers. You can get it only from dealers.

You do not adjust the valve clearance on a 2008 Toyota until it has 60000 miles. At that point, you might pay for getting it checked, or check it yourself. However, Corollas normally run 100,000 miles and even longer without any need for adjusting the valve clearance.
You dont , it is controlled by the ECU , the is an "Idle Speed Control Valve" Which is located under the throttle body. should check it to see if the valve inside of it is stuck .
