Scientific is just the simplification of longer numbers and then putting how many places you moved the decimal as the power of 10.

For example;

180000000 is the same as 1.8 x 108

The number you put the power of 10 to is also how you take it back to its longer form, you just move it that many decimal places to the right if it is a positive and to the left if it is a negative.

Another example;

0.0000000078 is the same as 7.8 x 109

Another thing. The number before the (x 10) is generally meant to be less then 10.

The rules for scientific notation state that the number being times 10n must be a real number between 1 - 10. So .2 x 102 is not acceptable. 1.2 x 102 is acceptable. n must be a whole number and cannot be a decimal, fraction, or otherwise a non real number. 1.2 x 102/3 is not acceptable and 1.2 x 109898989898 is acceptable (just would be a very very very long number)
