There is a condition called Phimosis, which is a constriction of the opening of the foreskin so that it cannot be drawn back over the tip of the penis. If you do have this condition, and only a doctor can tell you if you do or not, there is a simple procedure that can solve it, which can be done by a surgeon, it involves cutting the foreskin in a certain way that makes it looser so it doesn't constrict. Please talk to your doctor about it. If your pediatrician is a woman and you'd feel more comfortable talking to a male doctor, you can ask her to let you talk to a male doctor and she will certainly understand. If you cant pull it back yet and you are not sexually active it is nothing to worry about, however if you want to loosen it just go to the top of this page and ask " how do you stretch your foreskin" and you will find a lot of useful information.
