I think it is better to have two females because there is a chance she may come in a silent heat (a heat where only she and other dogs know) and her and the male may get tied up and she get pregnant. Also, most same sex dogs get along better.
Generally a male and a female will get along better than two males and two males will get along better than two females. However, each animal is an individual and there are exceptions. If you do choose to have one dog of each gender, be sure to spay and neuter. Life with two intact dogs is miserable for all involved, including the human owner. Twice a year for a month each time the female bleeds everywhere, smells, acts ditsy and then bitchy. At the same time the male acts like a single minded idiot. Keeping them apart is difficult. They can learn to open doors and escape from crates or even breed through the sides of a crate. So just save yourself the drama and get them spayed and neutered.

Edit: It also depends on how well you interact with dogs. Especially intact males are going to push you for dominance, so will ones that have been neutered. They are pack animals and compete for dominance. If you don't care for this behavior, select a spayed female.
I've years of working with "hard dogs", German Shepherds or Belgium Malinois (K9s and War Dogs) males and females that can be extremely aggressive but my own dogs I select that also love kids (the kids in the neighborhood pull their ears, tails, and will sometimes try to ride them -- not a problem). It requires a lot of training, but the dog is also perfectly capable of protecting you whether sent on command or if you're sleeping.
If you're not an experienced trainer or don't have the time, space, or inclination to keep 'em working, I'd go with a spayed female if you want a protection dog. Work with a reputable trainer and learn how to handle your dog.
For smaller breeds, pick one that you like, do the basic training with an established trainer, and give them plenty of attention.
This only matters to the persons preference. Both sets of dogs are good.
This is just me, but I perfer females because they tend to learn quicker and the males tend be more stuborn and aggressive than females.

It depends what your intentions are being. If you intend your dogs to breed, you would have a male and a female for obvious reasons. Other than that it doesn't really matter what sex your dogs are. Keep in mind males tend to be teritorial.

I've never heard of 2 male dogs mating one female at the same time... however it is my understanding that should a female mate with 2 different dogs during her heat it is possible that she could have puppies to both dogs, meaning her one litter of puppies could have different fathers

If your 2 female dogs live together lot, then the reason one of them is humping the other is because she is trying to be Territorial. She is showing the other female who is boss. Same thing goes with male dogs. They will do that to. And if you have a female dog doing that to a male dog, same thing. She is showing him who is boss. This most happens in packs of dogs or wolves.
