well that's the age i started wearing my mascara, as long as you don't wear it to heavily a little bit is ok but layers and layers of it when your young it can be really bad for your skin. You wouldn't want to wear it too dark either , you might look like an 11 year old goth If its too dark. xxx
It really depends on the situation. If it is a special event, like she is a bridesmaid, it wouldn't be out of the ordinary. However, she may be a little young for using it everyday. Besides, as much as they think it will kill them, it is good to make them wait for age appropriate things sometimes. A 12 year old wanting to rush to maturity is perfectly natural. It is up to us to keep them somewhat in check.

When in starts drying out, and clogs...you don't have to count how many months it has been...throw it. When mine dries out, I add two drops of water. This way, I can use a tube for months and I use mascara 5 days a week. NEVER share mascara with anyone.

I would wear 3 or 5 coats depending on how much you want it to run. Rub your eyes and don't wear waterproof mascara. You could run water over your eyes so the mascara runs or you could use mascara remover.
Mascara has two problems: bacteria growth and it dries out over time. If after every time you use the mascara wand you wash it with soap and water and rub it over a paper towel to dry it before you insert it into the mascara cylinder, you reduce the chance of contaminating the mascara with bacteria from your eyes. Another tip: After you coat the mascara wand, wipe the wand gently on a paper towel (it resists tearing). This will remove the excess mascara so you can apply it evenly on your lashes.
They say you should throw mascara out after three months. But if you are like me and do not have money to throw away, once your mascara is dried up put four eye drops in the tube. You will then be able to use it longer. To help decrease it drying out, do not pump the wand in the tube. instead swish the wand. That helps reduce the amount of air that goes in the mascara
