I do not believe a school can deny a student lunch. I am no lawyer, however if my child was denied lunch, I would certainly be taking up that issue with the board of education. To me, even if the child was being punished for a particular reason, denying lunch crosses the line in my book! It hinges on child abuse!

If you are not on the free lunch program, then yes. If you forgot your money, go to the principal's office. They may have a peanut butter sandwich for you.
