Is it legal for schools to withhold lunch from High School students for non payment?

I do not believe a school can deny a student lunch. I am no lawyer, however if my child was denied lunch, I would certainly be taking up that issue with the board of education. To me, even if the child was being punished for a particular reason, denying lunch crosses the line in my book! It hinges on child abuse!
