is it really run ning or is it possible that you have a heat pump system and it is the heating portion of the system operating?
If it is a "Heat pump" then yes; otherwise no.
The outdoor portion of the central ac unit is what gives up the heat from indoors, so it has to be outside. For a more thorough explanation see the question: How does air conditioning work.
Depending on what situation it is. If it is a small house central heating works better, if it is a big house then air conditioning works better.

In the central ac system it could be a few diffrent things that are not working, that is causing the fan not to blow. Their could be no power to the outside unit, a bad contactor, a bad capacitor, or your high pressure switch could be shut down.
