It's not necessary, so long as the baking time is sufficient. Also, so long as the contents of the pie will not be harmed by contact with a frozen base before baking. If you're baking a meat pie it may be best to defrost the pie crust first, just to ensure that there's not risk of food poisoning.

Yes you can, however the thawing process is a critical one. The reason being is in the defrosting process excess moisture is absorbed into the pastry. (Precision freezing is required when originally freezing the pastry - such as a blast freezer which quick freezes the product).

The ideal way to defrost would be to allow it to thaw naturally (at room temperature) and cover with a "towel" like cloth, like cheese cloth, this will absorb moisture and prevent the absorption of water into the pastry.

The higher the content of water in the pastry, the more gluten is form, the more gluten, the tougher your pastry will be.

If your oven will be busy the next day, it is fine to bake the pie the night before.

My answer is no because if you defrost it before cooking, it could turn soggy and could turn out like cooking wet and soggy bread.
