Should you teach your haunter payback?
Haunter is a Pokemon that relies on special attack, so this isn't a good idea. Payback is a physical attack, so it's not a good idea to teach it to a Pokemon who has a higher special attack than attack.
When considering, payback as in retribution, one should consider the consequences of said payback. One should also consider how the consequences of said payback will directly and indirectly effect all players. Never forget to figure into your calculations the possibility of a boomerang effect. Contemplate a plan "B" should payback not have the desired effects.

I have Haunter, Arcanine, Ampharos, Meganium, Dragonite and Togetic Which one should I replace with an Eeveelution, if any? I would presonally replace Arcanine or Dragonite with Vaporeon, and, if you want, Togetic with Espeon. But if your playing a Generation 4 game,Glaceon might be good instead of Arcanin, or Teach Vaporeon Ice Moves,
The term "payback" is not used at all in actual translations of the Hebrew and Christian texts. It appears in contemporary versions that attempt to interpret ancient concepts of retribution and vengeance into slang terms directed at younger readers. So the number of times the concept of "payback" is mentioned in the Bible depends on the specific writer, editor, or publisher's understanding of vengeance and retribution.
