To get a petpet park account
Go to petpetpark.com before you do any of this!
1) You can use your neopets username and password to log in
OR
2) You go to the top right corner where it says Play Now!Click that, then a page will load with buttons that say Log in and Sign up. Click the one that says Sign upand enter the required information.

From what I know, no. Pet Pet Park does not cost money to SIGN UP. If it did, before you create an account, it would ask you for credit card information. There are probably some features that cannot be reached in the game without a paid membership though. This paid membership is NOT required but "highly recommended" so you can experience the full game experience.
