Stars twinkle. The twinkling of stars is the result of nuclear reactions deep inside the star's core. Hydrogen is converted into helium (which generates burning) and this causes the star to shine and twinkle.

The twinkling of stars as seen from Earth is primarily attributed to distortions caused by Earth's atmosphere.

As the light enters the dense atmosphere is it bent slightly in a similar way a lens or prism in front of a torch bends the light from the torch. The turbulence of the atmosphere causes this bending to vary rapidly, appearing as "twinkling"

An experiment one can do to demonstrate this is get a torch (a flashlight - an LED flashlight works particularly well) and hold a pair of spectacles between the torch and your eye. Now move the spectacles and one should see a similar effect to twinkling stars. One can also place a heat source between the torch and oneself so that heat waves intersect the line of sight and observe the effects of air turbulence.

Very little, if any, twinkling is observed by space observers (i.e., astronauts and cosmonauts), but one can imagine that interstellar gases and solar system debris might also contribute to this phenomenon.

Yes, this is because the Earth's atmosphere is never still, and starlight "twinkles" as the air wavers. Light from nearby planets is not distorted, so they do not twinkle.
