Space can be occupied by matter. If not how do planets move?

If you're asking:

Does outer space have matter?

Then I would say yes, but very little, little enough to be called a vacuum.

Outer Space has a few atoms per square meter.

The universe is the 'space' in which matter exists. However, if you want to be specific about a specific piece of matter in the universe, then that bit of matter will occupy what is called a 'volume'.
