It could be a bad speed sensor. Could also be wiring or fuses so a good idea to check those too.
Is the TCM working normally and throwing no codes?
If the speedometer and odometer are both not working, I would blame the speed sensor. If only the speedometer does not work and the odometer does work, the cluster is bad.
Possible reasons your speedometer not working: 1. The vehicle speed sensor has failed. 2. The speedometer itself has failed. 3. There is a failure in the wiring or connectors. 4. The engine control module has failed. I don't know what you mean by "fuel mix", please clarify.
There are two possible actions: 1) Replace the speedometer head assembly, because that is where your problem is. 2) Ignore the broken odometer and forget about it. The speedometer and odometer are one assembly. The same input that drives the speedo also drives the odometer, so you have a problem in the head itself.

I'm not 100% certain, but I believe that model year still uses a mechanical speedometer, in which case, it's likely either your speedometer cable or faulty gears in the speedometer itself. If it is electronic - which is possible, as again I'm not 100% certain that the 95 uses a mechanical speedometer - and the rest of your gauges are working, there'll be a speed sensor on the transmission with an electrical pigtail running to it... faulty sensors or faulty wiring are the probable causes.
Have it checked for codes, that should give an indication of possible causes.
