Why did immigration to the US shift to being predominantly non-white after World War 2?
Between the 1860s and 1890s, there were no quotas on immigration coming over the Atlantic (there were Anti-Asian quotas operating in the Pacific area starting the 1880s, but only after California was 10% Chinese). The immigration coming over the Atlantic was predominantly from Eastern and Central Europe at that time, which were ethnicities now considered white, but were not at that time. There were also Middle Eastern, African, and Latino minorities that immigrated to the United States during this period in smaller numbers. In order to "stem the tide of Slavs" the US began to impose the quota system you note as the Era of Restriction, which lasted until the 1920s. After the 1960s, the quotas were expanded, but not by that much. It simply happened that the people who chose to immigrate to the United States from the 1960s onwards were predominantly not from the European continent (Europe actually has population shortages). As a percentage of the extant population, immigration does not match the period from 1860s-1890s. Additionally, in the period of the 1860s-1890s, it was predominantly Europeans who had access to the ships to get to the United States. From the 1960s onwards many more racial groups had access to means to get to the United States.
