sounds like a bad brake switch or shift interlock switch.
or do the simple first. check your fuse..lol i had this same problem and it was a small fuse

There is a shifter interlock switch on the brake pedal which also controls the brake lights
If I'm not mistaken, the brake lights and the shift lock cicuit is protected by the same fuse, so if the brake lights are out, replace the fuse.
Check the fuses- Shift interlock is the same circuit as brake lights. As a temporary measure - try to turn the key to 1st (unlock) position shift to neutral to start vehicle and then shift to Drive.
THE BRAKE LIGHT SWITCH IS NOT PUTTING OUT BATTERY WHENEVER THE BRAKE PEDAL IS PUSHED DOWN. CHECK TO SEE IF BRAKE LIGHTS COME ON WHEN BRAKE PEDAL IS PUSHED DOWN. IF BRAKE LIGHTS COME ON, THEN YOU SHOULD BE ABLE TO SHIFT IT OUT OF PARK. IF NO BRAKE LIGHTS, THEN IT WON'T SHIFT OUT OF PARK. IF THIS IS THE CASE, THEN REPLACE BRAKE LIGHT SWITCH.
APPLY BRAKES AND SEE IF BRAKE LIGHTS COME ON. IF NO BRAKE LIGHTS, REPLACE THE BRAKE LIGHT SWITCH LOCATED ON THE BRAKE PEDAL ARM AND THIS SHOULD ALLOW YOU TO SHIFT OUT OF PARK. IF THAT BRAKE LIGHT SWITCH IS BROKE, YOU WON'T BE ABLE TO GET IT OUT OF PARK
Check brake lights--if they do not work shift interlock will not release
Check your brake lights and see if they are working. Ford has it so if your brake lights are out you can not shift out of park.

Fix your brake lights and this problem will go away. Didn't know the brake lights were out did you? May be a fuse or the switch.
do your brake lights work wen pressing brake . if not its the brake pedal sensor
Look at your brake pedal where it connects under the dash. The problems you are having are both related to the brake pedal. There is a safety feature that won't allow you to shift your tranny until you have applied the brake, and since your brake lights are not coming on, there is either an electrical connection or a mechanical connection that is not working.
