Well, this question is very vague. Do you mean can an 18 year old handle alcohol whlist on the sea or can a 18 year old legally drink while on the sea (assuming American). State law across the US indicate that you must be 21 to drink, this is due to the Federal Highways Act stipulating that in order to consume alcohol you must be 21 in order for your state to receive federal highway funding. I am 24 turning 25, and quite frankly I believe that the minimum drinking age, and penalties associated with non complaisance is the US is quite draconian and would probably makes Lady Liberty puke. That being said, to answer what I believe is your question can an 18 year old drink on the sea legally the answer is this.... 1. If you are in international waters there is no minimum drinking age so legally yes. 2. If you are in US waters, of which all are divided by state you may face penalties for drinking or may be denied service. Penalties apply by state waters you are in. 3. Even if you are legally in international waters and may consume alcohol you may be denied based on your ships company's policies. Many US marine corporations demand a minimum of 21 years to drink even though in all legality you may consume alcohol legally whilst in international waters. The drinking laws in the US are the laughing stock of the free world. When a 20 year old Iraq war veteran is imprison for having a beer that is quite frankly ludicrous. To imply that an adult of 20, who may die, kill, and serve ones his country in it's defence has insufficient maturity to consume alcohol is ludicrous! Penalties are extreme and stiff by international standards and only in the US would criminal charges be placed over ANYONE underage having a drink. Let alone most countries, even Canada with a legal age of 18 to 19 (varies by jurisdiction) cannot get you in trouble for being underage and drunk, the only penalty there is if in possession of alcohol (under consumption is not illegal) under legal age is a $56 dollar fine with NO criminal record. Canada has a rather over bearing and extremely abrasives liquor law, even with that being said it is a cake walk compared to US Law in regards to drinking.
