Assuming you mean the fuel for an commercial airliner: a complex calculation is used by a computer where the weight of all of the passengers that have checked in is added to all of their baggage. Also the distance of the flight is input into the formula. Also extra fuel is added for emergencys. However what makes this calculation so complex is that when you add more fuel you add more weight and therefore need to add more fuel again incresing its weight. As you can see this is a never ending cycle and it is why the claculation is so complex.

The simple answer is that they are both in the heliosheath. The complex answer is that if you take the X,Y,Z coordinates of both satellites, you can determine their position relative to each other.
