if you want to do it without cheating you'll need a ticket to get to navel rock from a Nintendo event otherwise you can't get lugia without hacking or cheating unfortunately.

Here is the legit way, in Pokemon xd gale of darkness lugia is a shadow Pokemon and if you catch it and purify it and beat the game you can trade it to leafgreen and show it off to everyone.

The only legit way is to get one from Pokemon xd gale of darkness because you can't get the mystic ticket.

If you mean a shiny Lugia, yes but it's very difficult. The easiest way is through cheats.

You can not get Lugia on Pokemon Platinum sorry :c sad face By the way, this is about Lugia not mew. you need an action replay to get Lugia otherwise you can't get Lugia on Pokemon Platinum.

Technically yes you can if you had the mystic ticket but the only way to get that is to cheat. HOWEVER there is another non cheating way you can obtain ho-oh and lugia and that is in Pokemon colosseum you need to have 6 level 100's in your story mode pack then save the game and restart and choose colosseum battles, register your story mode Pokemon then choose mt battle vs 100 and beat all 100 trainers to receive a real level 70 ho-oh in your PC. In Pokemon xd gale of darkness one of the shadow Pokemon ironically is lugia so if you purify it and transfer it to leafgreen along with ho-oh from Pokemon colosseum you now will officially can own a real non cheated ho-oh and lugia.

There is no way to get Shadow Lugia in every game, only Pokemon XD: Gale Of Darkness has it.

The only way to get a Lugia in the handheld games right now is by cheating with an Action Replay, or getting a special item in LeafGreen and FireRed that will take you to another island. You'll find Lugia and Ho-oh on that island. Another way is to get Pokemon Colosseum XD: Gale of Darkness. Towards the end of that game, you'll get a chance to catch Lugia, then you can trade him to your GBA games, then onward to your DS games. Finally, you can wait till 2010, when they release Pokemon HeartGold and SoulSilver. Those two games are remakes of the original Gold and Silver games, where Lugia first was introduced. Obviously, you'll want to get SoulSilver to get Lugia.
