This is for the condensation from the AC system to drain. What is happening in your case is that the heater core is leaking and radiator fluid is draining out the AC condensation drain.

Use the manual provided with the heater. Each heater has somewhat different controls etc. If everything is already hooked up you may just have to turn a switch or two and turn up the thermostat.

While you are under the hood, unclip the speedometer cable(needs to be done to get the cluster panel out.) You have to drop your steering wheel before you can get the cluster panel out, take out the cluster panel, radio, heater controls, glove box. The core is IN the plastic housing, so the housing has to come out to change it. Lots of screws and wires to keep track of, so make sure you remember where everything goes. You should be able to see the heater core housing clearly then. To by-pass it you have to unhook both hoses going into the firewall on the passenger side of the engine compartment. Get a hose connector from a parts store or home improvement store. One for a garden hose will work also. Connect those two hoses together. Make sure you use hose clamps. You now bypassed the heater core.
