Rifles: some people shoot cardboard silhouettes or targets you can get at any gun shop and even places like Wal-Mart or Dicks Sporting Goods (Shoot NC) makes good targets. Some shoot steel plates, this is a more expensive option but much more fun and it instantly lets you know you hit your target.
Pistols: cardboard silhouettes and steel plates
Shotguns: You can shoot cardboard silhouettes or milk jugs (either full of water or empty.) Shooting jugs is cheap and it lets you instantly know you hit your target.

If you're trying to shoot through steel, then that'll depend on the thickness and density of the steel, as well as what you're shooting it with.
