Hi, It sounds as if when you installed you new belt, the camshasft or the crankshaft turned without you realizing it, especially if you have all other things back the way they came out I'm not sure if you need to only have it re-timed or does the belt need to come off again. I hope someone can help with this too. Steve H.
The 1996 Geo Tracker 1.6 liter engine timing marks can be found on the outside of the main pulley. The timing marks will be scattered around the pulley.

Valve timing off, timing chain jump.
No it will not start and if the timing belt has jumped you can severly damage the valve train in your engine by attempting to start it. The whole purpose of the timing belt is to make sure the valves open at the correct time during piston travel. Therefore if the timing belt has slipped your timing is going to be off by more than a couple of degrees and the piston is going to slam into the valve and bend the valve stem.
Check the valve timing and the ignition timing. If both are good then check the compression in all the cylinders.

variable valve timing is where the engine changes valve timing based on the driving situation much like ignition timing is changed to meet the needs of the engine in specific situations. in most cars valve timing is static and determined by the timing gear on the camshaft
Probably a valve timing problem. Check your timing gears and chain/belt.
Probably distributor cap, ignition timing, timing chain/cam timing or burned exhaust valve(s). Pick one.
If a new timing belt was installed but the valve timing does not correspond with the pistons ie: the valves opening as the pistons reaching top dead centre ,,then it will be jamming.. bending valves and possibly damaging pistons.. when fitting a new timing belt or chain you have to be very careful of cam/valve position in respect of the pistons
