This relationship does not exist on its own. Cubic Centimeters (cc) is a measure of displacement or volume, it is calculated by adding the area of each cylinder by its stroke.
cc does not however deal with the efficiency of an engine, the compression ratio, type of fuel, atmospheric pressure, physical attributes of the engine and so on.
Typically a larger engine will produce more horsepower if they are about as efficient however we have witnessed how smaller engines are producing more and more power due to the elimination of waste and improvement in combustion efficiency.
