That's what they taught me don't know if it really matter upstream or down stream. If you don't have a check valve the water could flow through the return line to the fixture instead of through the supply pipe and the water at the fixture might not be hot enough.

Open main valve from city water feed. You will see water is now flow through FDC clearing all debris letflow for approximately 3 minutes ( Be careful not to flood area or damage landscaping) When debris is clear? Shut off main city feed valve dis assemble pipe work restore clapper valve to normal position. Next open city water feed valve you will see water coming from main, aux and inspectors test drains close main drain valve then aux drain valve and then inspectors test valve. you will see water gauges return to approx 165 PSI then replace covers on FDC. Then Job is completed.
