He merely delayed the circumcision, because of the risk to the child. It was during Moses' return-journey from Midian to Egypt; and circumcising during a journey presents an added risk to the child. See Rashi commentary to Exodus ch.4.

∙ 11y agoYes. All Israelite males would have been circumcised. Since Pharaoh's daughter recognized that Moses was an Israelite and allowed his birth-mother to be Moses' wet-nurse. It is likely she would have permitted him to be circumcised. Even if he was not circumcised as a baby, he would have to have been circumcised to partake of the Passover sacrifice since no Uncircumcised Person could eat from it.

∙ 13y agoJesus was a Jew. In LEVITICUS 12:3 it was required by law to be circumsized on the eighth day. Jesus' parents were good Jews and as such would have circumsized him.
