There's a lot of debate about that. I believe it was myself due to the context of the book itself. There was no mention through the whole bool of any law, rituals, sacrifices for sins, tabernacle, priests, etc. it appears to me to have taken place long before Moses who wrote Genesis.
Some scholars believe the book of Job to be written before Genesis. However, if speaking about the time of the events then Genesis comes first. Well, actually, the intro in John would come first then Genesis. Go see the book of John for yourself to see what I'm talking about.
Both are thought to be written by the man named Moses. Both are in the Old Testament of the Bible.
Job, but it depends on which type of 'oldest' is meant. Job was probably the oldest book written, but Genesis is the oldest chronologically, as in content. Job was probably born in 2900BC and lived for 248 years ie to 2648 BC [as dated by B. Setterfield], while Genesis was written by Moses (1486BC-1406BC : as dated by Ussher) and opens with the Creation of the Earth in 4004BC (Ussher).

The Book of Esther comes before the Book of Job in the Old Testament.
The events in the Book of Job could quite likely have occurred at a similar time to many of the events in Genesis. It contains a significant number of references to creation, the flood, and other events in Genesis. It contains no indication of Mosaic laws, nor Israel. Job was thus most likely a contemporary of Abraham and preceded Jacob.
The Book of Job is undoubtedly a parable: who could really know what God said to Satan in heaven, or what angry duscussions he had with Job, when his attempts to test Job failed? As there is no possibiliity the story is genuinely historical, there is no possibility Job was a real person. The Job briefly mentioned in Genesis 46:13 as a descendant of Jacob might also have been fictional, since we have no historical evidence for his existence. Whatever the case, the Bible makes no attempt to link the two men. We should see them as two different people.

It is dating: Deuteronomy was written by Moses and he died in 1446BC [Ussher], while Job is the oldest book of the Bible and was written before Deuteronomy. John MacArthur dates it between Babel [2240BC (Ussher) ] but before or contemporaneous with Abraham [no later than 1800BC (Ussher) ]
