This question can't be answered as serial numbers are not unique to a single firearm. Many manufacturers could have made a firearm with that serial number. The only way to answer this is to have a knowledgeable person look at the shotgun - most makers identified their product somewhere.
The only way to know when a Winchester 1300 shotgun was made is to take it to a gun store or an appraiser. The first 1300 shotguns were made in 1981.

12 gauge shotgun This is only the model number . They also made a 410 gauge . This shotgun was also made in 20 ga for certain (I have one) and probably 16 ga.
