No, it was not.

As much as you would like to think that the movie was not based on a true story, there is much relevance to events that happened during that time during which a young man had first broken into his schools computer to change his grades. So, it is often said that the geopolitical climate he created by being the first to do such a thing might have influenced excitement and awe which resulted in the movie being made. Some would say it were a coincidence that such a movie were made portraying such a character, however, it would be speculative to say "no". Based entirely on a true story perhaps "no" yet influenced perhaps yes........ I can speak first hand as I met him personally.

Yeah, It was. It was my elementary school guidance teacher's brother. I met him too :)

The intro might be based on Soviet Stanislav Petrov's story in a 1983 incident; though it was the same year that the movie Wargames was released (that would've been a fast movie).
