Did the Velociraptor evolve into a bird?

Under current classifications, no. Velociraptor was a very birdlike but not really a bird. However some scientists have suggested that velociraptor and its close relatives were flightless birds.

T.rex is a saurischian or ''lizard hipped'' dinosaur, and it's hip structure is more like that of a lizard.

However,

Birds evolved from ''lizard hipped' dinosaurs. Over time the hip bones changed shape to be those of birds.

So interestingly some saurischians or ''lizard hipped dinosaurs actually have bird hips.

And the ''bird hipped'' dinosaurs (ornithischians) didn't evolve into birds.

Birds and ornithischians hip structures evolved to be similar independently.

Spinosaurus was a theropod. Although a few theropods evolved to have a "bird hipped" pelvis structure, they were the exception to the rule, and theropods are classified as lizard hipped, not bird hipped, dinosaurs. Spinosaurus were lizard hipped, then, like most other theropods.

Maybe. Bird have a lot in common with Velociraptor and other small carnivorous dinosaurs. They both have feathers, as well as light-weight bones.
