In Mauville city, go to the house on the right, the one next to the market. Inside there is a guy that will give you rock smash. Before you can use Rock Smash outside battles, you must have the DynamoBadge, which has be obtained by beating Wattson, Mauville's gym leader.
It is in the house to the right of the PokeMart in Mauville city. You will walk inside the house and talk to a man that looks a bit like a scientist, then he will say something like, "Woohoo! Your Pokemon look pretty strong! Here, I'd like you to have this HM Rock Smash.

go to goldenrod city and beat the gym leader. talk to the girl with the watering can in the building to the upper right of the gym. She will give you the watering can. use it on the "weird tree" blocking the path to the north, and it will turn out to actually be a sudowoodo and attack. catch/defeat it and the road will open up.
