Yes, man was intelligent from the very start and the idea of early man being lower in intelligence is not supported by evidence. Illustrations showing progression are theories, not factual. It is likely that humans were more intelligent due to the lack of genetic degeneration.
Religious tradition is that the earliest people were veryintelligent.
A purely biblical answer from Genesis would tell us that Adam and Eve were created already able to converse fluently in the Hebrew language. Their immediate descendants were able to develop quite considerable skills in farming, Metallurgy and all kinds of crafts. Adam's son, Cain, even built a city (Genesis 4:17), an enterprise that requires a whole multitude of skills and sound planning. So, on this evidence, men and women were created as extremely intelligent beings.
A science-based answer would be that modern humans, Homo sapiens, have always been very intelligent, but that we are believed to be descended from an earlier hominid species, Homo erectus, which were in turn descended from even earlier hominid species. These earlier species were quite intelligent alongside other primates but by no means as intelligent as modern man.
