Actually they were both since they didn't enforce a specific religion, they had many different people that believed in one god or many gods. The deal was as long as they paid taxes they could keep their customs and religions.

It depends on what point in history you look at. They were once Polytheistic, but today in Modern Iran, they are strictly monotheistic Muslims.
