The 'three kings' belong to the nativity account in Matthew's Gospel. However, Matthew never mentions kings at all. The gospel talks of magi coming to worship Jesus. In biblical times, magi were were priests of the Zoroastrian religion of the Persians. The author of Matthew wanted to show that even the priests of this great religion would wish to worship Jesus. Additionally, Zoroastrianism taught that the Saoshyant would be born of a virgin and come to save the world from evil, so the author wished to associate Jesus with this tradition.
In later times, the connection with Zoroastrianism became less important, and the magi were more often referred to as 'wise men', since the priests had been highly regarded in ancient times for their wisdom and learning. Because of the quite valuable gifts that the gospel says they brought to Jesus, the tradition arose later that they were more than just wise men, but were kings. Based on the original Greek text, they were not kings, or even wise men, they were Zoroastrian priests.
Matthew's Gospel does not say how many magi came to worship Jesus but, because there were three gifts, gold, frankincense and myrrh, the tradition evolved to say that there were three wise men, or three kings.
If we strip away layers of tradition, we find that (only in Matthew) there were magi, or priests, but not kings, and we can not say how many there were. New Testament scholars say that Matthew's nativity account is not historically true, in which case even the magi were not real.
