If you are talking about a D3 platform (2004+ in the US) then you can find it in either the owners manual or on the back side of the panels that cover the fuses. There are fuses on the end of the dash behind a small panel that can only be removed with the door open. These will be your more common fuses such as central electronics, radio, changer, lights and so on. Additionally there are fuses behind both side panels in the trunk. Those will be for less common things like fuel pump and navigation.

On a 1997-2002 A8 the fuse box is in the passenger side footwell. There is a small knob that must be unscrewed and the carpeted panel must be removed to reveal the fuse box.
You should locate the fuse box in your A8 to see if the fuse for the lights is burned out, and if that doesn't work, then you should replace the bulbs that don't work in the car.
