A bay is a large, it may be huge, indent in a length of coastline. Harbours are where ships & boats shelter in rough weather, or more likely are an area of dockside, a Port. So it is a matter of scale, a bay is much much bigger than a harbour.

Depends on definition. A harbor is a place where boats can anchor, usually part of a bay. The Charleston Harbor is 17 square miles. By comparison, the San Francisco Bay -- depending on what you count -- is between 400 - 1600 square miles. Boats can anchor almost anywhere in the San Francisco Bay... but what part of that bay is officially considered a "harbor?"

The best definition of difference between the two is, a gulf is, a large area of a sea or ocean partially enclosed by land, especially a long landlocked portion of sea opening through a strait. While a bay is, a body of water partially enclosed by land but with a wide mouth, affording access to the sea: so it looks like a gulf is larger than a bay
