Deciding which Pokemon to use to defeat the Pokemon League is really up to your own contemplation. However, I can give you a few tips on what types of Pokemon you should use to become the Champion of the Indigo League. As you might know, the Elite Four consists of four Pokemon Masters and the Champion, your rival. First, there's Lorelei, an Ice-Type. To beat her, use Pokemon that know Fire- and Electric-Type moves that are at least Level 55, such as Rapidash or Raichu. Next, you'll challenge Bruno, a Fighting-Type. To defeat him, use Pokemon that know Water-, Flying-, and Psychic-Type moves that are at least Level 60, such as Poliwrath, Pigeot, or Alakazam. After him, you'll meet Agatha, a Poison-Type. To beat her, use Pokemon that know Dark-, Ghost-, and Psychic-Type moves that are at least Level 60, such as Gengar and Alakazam. Once you beat her, you'll face Lance, a Dragon-Type. To beat him, use Pokemon that know Dragon- and Ice-Type moves that are at least Level 60, such as Dragonite and Dewgong. After defeating him, you'll face your Champion rival, who uses no set Type. However, if you have Electric-, Fire-, and Water-Type Pokemon at least Level 65, you should be okay. It's recommended that you bring your Starter for this battle. Once you beat him, you'll be registered into the Indigo League's Hall of Fame.

all Pokemon except rare and legendary Pokemon. also you cannot breed genderless Pokemon. simply put two Pokemon of opposite genders in a day car together, and in a little while they will have laid an egg. put the egg in your party and run around a lot with it. the amount of steps needed to hatch it vary from Pokemon to Pokemon, but eventually it will hatch and should give you a Pokemon of the same type you bred to get it. also, breeding rare Pokemon with a gender, like eevee evolutions with ditto (from Pokemon firered) will get you another eevee or Pokemon that you bred with a ditto.
Yes, near the waterfall near the Elite 4. Corsola has about a 10% appearance rate which is considerably low. Using the super rod, go to the lower part of Evergrande City in the small pond above the waterfall and continually fish. Corsola should appear within about 5 minutes between lvl 30-35.

There may be multiple reasons try doing this: Capture or own 100 Pokemon or more in silver version and make sure your game is saved in a Pokemon center it doesn't matter which one and make sure your transfer pak is securely in your n64 controller and your silver version is securely in the transfer pak return on Pokemon stadium 2 after reattaching the pak and your silver version and try taking the cyndaquil again you should be able to now.
