He meant exactly what he said in his memoirs, he wanted Nazi Germany to adopt Total war again. Total War is the concept where the whole nation is solely working together in conjunction with the government in order to sustain the nation through war. Speer wanted to utalise women as a whole new force in the production of ammunition like in WW1 yet Hitler didn't agree due to his campaign since the 30s of women going back to the roots of Germany of old, subservient wives and fit and healthy mothers. This was one of the few falling outs Speer had with Hitler but it is a huge point of difference. Speer was becoming desperate as the war lingered on, he improved productivity and might have given Germany 2 more years in battle but he needed a force not utalised, unlike Britain, who we finding it easier to sustain themselves in war.
