Unless the policy has changed, the State University of Iowa, in Iowa City, accepts students on the basis of their entrance exam scores. This was true in the Fall of 1951, when I was accepted after completing my second year of high school. A high school classmate joined me the next Fall on the same basis.

look on their admission website. They have an equation that adds your class rank, act score, and GPA then converts it. It has to be over a certain number to be able to be accpeted.
A GPA is not needed. You just need a high school diploma or GED.
