The difference between responsible government and representative government is that responsible government is a government subject to the votes of the people and the representative government is a government made up of officials elected to office by the people.
There really is no difference, they are interchangeable terms. Either entity includes the officers and other members who have usually been elected by a larger Board of Directors to oversee the performance of the organization's management and to suggest policy changes to the Board of Directors.
The executive is selected by the legislative branch (usually, the head will be the leader of the party who won the most seats in the legislative election and that head picks their cabinet of executives). Usually, all high executive members (the cabinet) must be elected in the legislature to hold their position.

However, he is seen as the representative of the party and not necessarily the representative of the people.
